The quota management of partial textiles exported to EU this year has been changed to export license management, and it has been listed into the China-EU bilateral surveillance. According to the implementation status of the recent two months, some textile export enterprises of our province do not understand the specific requirements of Specifications for the Application and Issuing of Export License of Textiles to EU well; the usage rate is on the low side after the licenses are applied and some enterprises have even been suspended to use the licenses for breaking the rules. Therefore, the issues on management of export license of textiles to EU as well as reissuing of the license after it is suspended are reiterated and emphasized as follows:
1. Carefully study and comprehend the Specifications for the Application and Issuing of Export License of Textiles to EU issued by the Ministry of Commerce and relevant policy documents; apply for the license as per the document requirements strictly;
2. Strengthen the license management, improve the license efficiency and try the best to avoid being punished. Firstly, update the conception to show the license after the commodities are completely prepared and the English license shall be sent to the EU customer after the commodities are declared at customs and exported; secondly, inquiry the ‘customs clearance status’ and ‘punishment and warning record’ of the license of enterprise in time and carry out the statistics of the license application and usage status; thirdly, strictly control the license abolishment phenomenon and make full use of the license exchange function to use the expiring license in advance.
3. As for those enterprises already punished and required to apply for reissuing of the license, please report the relevant materials (see the appendix) to this bureau in time and we will collect uniformly and report to the Department of Foreign Trade of the Ministry of Commerce.
