For purposes of further enhancing export regulation on rare-earth and rectifying export operation order, and in accordance with the Foreign Trade Law of the PRC and Regulation of the PRC on the Administration of the Import and Export of Goods, the 2008 Application Qualification and Procedure for Rare Earth Export Quotas is now promulgated, excluding Foreign-invested Enterprises.
