杭州、金华、湖州、嘉兴、丽水、台州市外经贸局：
2003年11月21日，中国机电产品进出口商会在青岛召开了美对华手推车反倾销应诉工作会议。据会议通报：11月21日，美国国际贸易委员会（ITC）已发布联邦公告（联邦公告产品定义详见附件1），决定对原产于中国的手推车启动产业损害调查程序。美国商务部的调查期为2003年4月1日至2003年9月30日，凡在此期间对美出口手推车的企业均为涉案企业；对方申诉书列明了其认为可能对美有手推车出口的3家企业（均在青岛）和可能从中国有手推车进口的16家国内进口商（名单见附件2）。11家律所参与了本案诉讼代理应聘，经综合实力、反倾销业绩及费用等方面综合评估，拟聘请美国Greenberg律所在ITC初裁阶段代表国内企业应诉。
我省与会企业有浙江时锋对外贸易有限公司、东阳东盛机械有限公司、浙江东阳凯明运动用品有限公司、浙江太阳金属制品有限公司、嘉兴雪帕尔工具有限公司、益恒机械设备有限公司、英弘机械国际有限公司。其中，浙江时锋对外贸易有限公司和东阳东盛机械有限公司的产品已被排除。
请你们接此通知后，通知本地区未与会企业根据申诉方提供的进口商名单和产品描述进一步进行排查确认。拟参加ITC阶段应诉的企业至迟请于11月27日12：00前回复省外经贸厅进出口公平贸易局，有关事宜请及时联系（联系电话：0571－87706137；传真：0571－87706229）。

Hand Trucks_A hand truck is made primarily or exclusively from steel,aluminum or other metals,or from nylon or plastic,assembled or unassembled,complete or uncompleted,suitable for residential ,industrial or commercial use,and specific parts thereof,namely the frame,the handing area and the projecting edges or toe plate,and any combination thereof.A hand truck is a hand-propelled barrow consisting of a frame having at one end a handle or pair of handles and at the other end two or more wheels and a projecting edge or edges to slide under a load.In this configuration ,a hand truck is used manually to stack loads not generally exceeding 1000 pounds(453.6 kg)and carry those loads over relatively short distances.Common designations for the subject merchandise encompassed by this definition include:hand truck,economy hand truck,welded designed hand truck,industrial hand truck,modular hand truck,convertible hand truck,appliance hand truck ,cylinder hand truck,bag truck,dolly,or hand trolly.Hand trucks are covered by statistical reporting number 8716.80.5010 of the Harmonized Tariff Schedule of the United States(HTS).Excluded from the definition are small two-wheel or four-wheel utility carts specifically designed for carrying loads like personal bags or luggage in which the frame is made from telescoping tubular material measuring less than 5/8 inch in diameter(covered by to move the hand truck from one location to the next or to assist in the lifting of items placed on the hand truck;and wheels and tires used in the manufacture of hand trucks.
